A Manifesto for Truth and Transparency
We, the undersigned–Filipino Citizens and registered voters, hereby express our position that there had been irregularities committed before, during and after the May 9, 2022 National and Local Elections. As such, we have come to question the integrity of the Commission on Elections (Comelec), the Automated Election System (AES) through Smartmatic, and the results of the election.
Our findings include:
* The highly statistically improbable results generated from the Comelec Transparency Server and hastily released to the media even when many people had not voted yet and many polls in many parts of the country had not closed yet;
* The disturbing reports of instances of vote counting machine (VCM) breakdowns, stalled voting and unusually long queues and hours of waiting for voters;
* The surreptitious manner by which secure data (SD) cards were configured and ballots printed before the election, without witnesses from poll watchers, political parties and independent IT experts and observers;
* The non-transparent procedure of Comelec forthe Random Manual Audit (RMA), wherein selection of the 757 precincts was computer-generated and ballot boxes were transported to Diamond Hotel without any assurance from an independent party about the integrity of the ballots: that no tampering had ever happened;
* Poll watchdog Parish Pastoral Council for Responsible Voting (PPCRV) merely manually counted the same election retums (ERs) transmitted to the Transparency Server, without any means of independently authenticating these ERs;
* The surprising or undue haste by which files from Comelec serves had been deleted and the servers reformatted.
Irregularities would not have occurred:
* Had Comelec followed the mandated rules of transparency and been compliant with the regular process;
* Had the SD cards been subjected to IT audit prior to installation;
* Had the batch results shown the origin of election returns;
* Had manual counting of ballots been done at the precinct level, and
* Had the selection of 757 precincts for the random manual count (RMA) been open, like through a tambiola witnessed by the people and party representatives, and not computer-generated.
Thus, in the Interest of truth and transparency mandated under the Automated Election System (AES) Law, we strongly demand that Comelec conduct a real Random Manual Audit: open the ballot boxes to be witnessed by the people, use the tambiolo system in selecting the 757 precincts, count the ballots manually, and allow the SD cards to be audited by independent IT professionals.
We also join and support other ongoing petitions by registered voters, who, like us, are calling for truth and transparency in the conduct and results ofthe May 2022 election.
We are nonpartisan, We do not belong to any political party; neither do we receive any material support from any donor.
We are doing this to ensure that the 2022 elections reflect the true will of the people.
