Earl Francis Oriño Dacara is elected president

The Bicol Canada Community Association (BCCA), during its general meeting held on February 18, 2018, elected its new set of 21 directors and executive officers at the Our Lady of Assumption Church Parish Hall, Bathurst St., North York, Toronto.

Earl Francis Oriño Dacara, BCCA’s past Vice-President for Government Affairs, has been elected President and Chairman of the Board, to lead Bicol Canada for a two-year term, 2018-2019, replacing Rafael Nebres. Dacara will continue to take the reigns in leading the organization comprising the 6 provinces of the Bicol (Region 5) – Albay, Camarines Sur, Camarines Norte, Catanduanes, Masbate, and Sorsogon.

Serving a two-year term as Executive Officers and Board of Directors are: President – Earl Francis Oriño Dacara; VP Govt Relations – Nestor Von Canton; VP Sports and Youth Development – Manolito Aquino; VP Membership & Public Relations – Joseph Redoblado; Treasurer – Jose Gutierrez; Assistant Treasurer – Floro Dabu, Jr; Secretary – Jennifer Amaranto; Assistant Secretary – Merlie Canlas; Auditor – Gidget dela Torre; Assistant Auditor – Edison Bantayan; Press Relations Officer -Leticia Toral; Special Project Coordinators – Naina Chhatlani, Isabel De Lima, Luis Calayca, Rafael Nebres; Directors – Arlene Martirez, Michele Serrano, Susan Llanera, Nanette Virtucio, Carl Sol Froa, Ronnie dela Gana.

BicolHonored by the task of leading the six-province organization, Earl Francis Oriño Dacara pledges to adhere to the organization’s mission and mandate – “Tanganing Kita Gabos Magkasararo!”, that is, bringing closer, if not together, the Bicolanos/Bicolanas in Canada. The main activities of BCCA include its annual summer picnic and sports activities, monthly novena, and annual fluvial parade of Our Lady of Peñafrancia. Dacara believes that the organization’s goal should go beyond its regular activities, as it is vital to enhance its membership by engaging in more meaningful activities throughout the year, ensure its participation in Provincial and Federal Filipino heritage related activities and be able to respond quickly to the pressing needs of the Bicolanos affected by the recent Mayon eruption and other natural calamities. He believes that infusing new blood into the organization would revitalize the organization. He would want to encourage the participation and involvement of the past Bicolano leaders and patriots, and connect with all existing Bicolano groups to collectively participate in the BCCA activities.
Dacara is a true Bicolano by descent, born to Emerlina Oriño Dacara from Libmanan, Camarines Sur and Elpidio P. Dacara from Irigra City and Albay. He is married to Francia Madrid also a Bicolana from the same town of Libmanan and blessed with their daughter Francheska Mae Dacara.

He is an international legal practitioner and has an extensive legal work experience from Manila, Dubai and Doha. At present, Dacara is a Regulated Canadian Immigration Consultant, a Canadian Licensed Paralegal, Hons. AB, MA, LL.B. (Ph), member in good standing of the Immigration Consultants of Canada Regulatory Council (ICCRC) and the Law Society of Ontario (LSO). He is an associate of YSN and Associates Professional Corporation (Paralegals, Barristers, Solicitors) and the Chief Executive Officer of Northern Quest Canadian Immigration Services.
