Assessing the Changes to LCP: Improving Security or Deepening Precariousness?

For several decades, Canada has had a temporary worker program for migrant caregivers that offered the possibility of permanent residence at the end of a ‘live-in’ period in the home their employer. In October 2014, the federal government announced significant changes to the Live-in Caregiver Program, creating new categories and conditions for the granting of permanent residence and removing the requirement to ‘live-in’. Some have welcomed at least some of the changes, but many caregiver advocates see the revised program as highly problematic. This panel, featuring prominent lawyers and advocates working with live-in caregivers in Toronto, will assess the changes to the program and their consequences.
